Vance Boelter was indicted Tuesday on federal charges related to the killing of a Minnesota lawmaker and her spouse, and seriously injuring another state lawmaker and his wife.

In a letter to the FBI director, Boelter wrote that the governor had instructed him to kill two U.S. senators, officials said.
